These successful public finance ballot measures include assessments, fees, bonds, parcel taxes, sales taxes, Transient Occupancy Taxes (TOTs) and Utility User Taxes (UUTs). We’ve passed general taxes that require majority approval and provide flexible funding that can be used for any purpose. We’ve also passed bonds and special taxes that provide earmarked funding for individual programs or facilities such as police, fire, street and sidewalk repair, traffic improvements, libraries, parks and open space, community centers, infrastructure or clean water that require 66.67% approval from voters.
Unlike other types of public agencies, cities provide a wide variety of services and have many potential local funding mechanisms available to them. Our work with cities typically begins with a process to identify the priority needs and most viable funding sources. Once a strategic direction is determined, our public outreach and campaign strategies build support to secure victory. With this approach, TBWB has consistently maintained a passage rate of over 90% for our bond and tax measures that go to the ballot.
