San Joaquin Delta College District 2003-04

Background

Located in California’s San Joaquin Valley, Delta CCD includes all or part of 5 counties, ranging from the Sierra foothills to the valley floor. The diverse geography and residents of the district meant that passage of their proposed $250 Million Bond Measure L would require a carefully planned and well-executed campaign plan.

In mid-december 2003, following six months of work with another consultant, the college campaign’s leaders contacted our firm less than three months before Election Day and hired us to take over and run the Measure L campaign. Working with an extremely dedicated group of local activists and a committed finance committee, we were able to help the committee define the message, build small local campaign efforts throughout the district, and raise more than $300,000 to communicate with the voters we needed to win.

 

What We Did

Strategies employed in the course of the campaign under the direction of our firm included an aggressive volunteer phone bank, precinct walking, a sign program and a comprehensive direct mail program that included both district-wide and locally targeted messages for each community within the region.

 

Results

Measure L passed on March 2, 2004 with 55% of the vote and the repair and expansion of the college’s classrooms and facilities is already underway.
